The purpose of this subchapter shall be to insure to the citizens and residents of the city that the public roadways, sidewalks and thoroughfares shall be free of mud, dirt, garbage and any other material or substance which by wind or water runoff or other method finds itself in the public roadway, sidewalk or other public thoroughfare.
