If, in the judgment of the Superintendent of Public Works, work performed by the persons responsible under §§ 91.085 and 91.086 is unsatisfactory, or has not been performed in accordance with the applicable city specifications, the Mayor shall give written notice thereof to the persons responsible under §§ 91.085 and 91.086 and shall proceed under the provisions of § 91.090.
