Any police officer of the city is authorized and empowered to issue citations for the violations of this chapter. Any law enforcement officer or other lawfully-designated authority has the power, upon presentation of property credentials, to enter and inspect any dwelling, multi-family dwelling, building, structure or premises within the city as may be necessary to enforce the provisions of this chapter. Needed permission is to be obtained from the occupant or, in the case of unoccupied property, from the owner or his agent.
