It shall be unlawful for any owner to fail to exercise proper care and control of his animals to prevent them from becoming a public nuisance. Excessive continuous barking, or making such noises to disturb the peace and the quiet of the neighborhood at any time during the night or day; molesting passer-by, chasing vehicles, trespassing upon private property in such manner as to damage property; and habitually attacking other domestic animals is declared a public nuisance.
