The proceeds from the parking fines are required and shall be used to:
(A) Defray the expenses of the proper regulation of traffic upon the public streets of the city;
(B) Provide for the costs of supervision, regulation and control of the parking meter zones; and
(C) Cover the costs of purchase, supervision, protection, inspection, installation, operation, maintenance, control and use of parking meters and for the repair and maintenance of the public streets of the city.
