§ 72.026  IMMOBILIZATION OF VEHICLE FOR NONPAYMENT OF TICKETS.
   In the event that any person shall receive three or more tickets for violation of any parking regulation of the city and shall not have paid the tickets relating to the violations, after receiving notice pursuant to KRS 82.610 and 82.615, and failing to request a hearing or following a final determination by the Hearing Board or any appellate court that a violation was committed, then any police officer shall be authorized to immobilize any vehicle to which three or more such tickets are attributable.  Prior to the immobilization of any vehicles the City Clerk shall notify the owner, by first-class mail, certified return receipt requested, of any unpaid tickets.  The owner of the vehicle will have seven days from the date of the letter to pay the unpaid tickets.  If the tickets are not paid within that period, the police will be authorized to immobilize the offending vehicle.  The vehicle shall not be freed from immobilization until all fines are paid to the City Clerk.
