A permit shall be issued by the City Clerk upon the application by persons who are required to make local deliveries upon the secondary streets of the city. Such permit will be valid only when the permittee utilizes the most direct route to and from nonrestricted roadways. Failure to use the most direct route to and from nonrestricted roadways shall be treated as a violation of this subchapter.
