§ 71.05  SPEED LIMIT.
   (A)   Definitions.  For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      CITY STREET.  Any thoroughfare within the city limits, owned and/or maintained by the city, excluding highways owned by the Commonwealth of Kentucky or the United States of America.
      PENALTY.  That punitive measure which shall be imposed by a court of competent jurisdiction for violation of the terms of this section.
      SPEED LIMIT.  The maximum limit which motor vehicular traffic may operate on city streets.
   (B)   The purpose of this section is to regulate the speed of motor vehicle traffic in the city on streets owned and/or maintained by the city.
   (C)   The regulations as hereinafter provided shall not apply to state or federal highways within the city limits.
   (D)   Fifteen miles per hour is determined to be the maximum reasonable safe speed for operation of a motor vehicle on city streets.  It shall be unlawful for any motor vehicle, at any time, to travel in excess of 15 miles per hour on any city street, within the city limits.
