Whenever an officer of the Utility Commission finds that a potential shortage of the supply of treated water exists, upon written certification to the Mayor, the Mayor may declare a water shortage advisory. In addition to the declaration, the Mayor shall call upon all customers of the Utility Commission to employ voluntary water conservation and to eliminate the waste of all treated water.
