The City Council does authorize the use of all city streets, highways, alleys, and public ways for the construction and maintenance of any and all necessary portions of a construction project consisting of extensions, additions, and improvements to the existing water and sewer system of the city, including water distribution lines and sewage gathering lines, without the necessity of further permits, licenses or other certifications or approval from the city.
