(A) Rates for water, waste water and natural gas usage, as well as all other services of the Commission provided to the consuming public, shall be proposed by the Commission to the City Council upon the recommendation of the General Manager and the Chief Financial Officer and shall be set by the City Council. The Commission and its attorney shall certify to the City Council that the proposed rates conform to the requirements and provisions of any and all prevailing bond ordinances which may be outstanding at the time.
(B) The Commission shall establish a collection policy which shall be uniform, consistent and applicable to all consumers of each class, residential, commercial and wholesale, and which shall be designed to assure the maximum possible collection of accounts due the Commission for its products and services.
