The Commission may employ a Chief Financial Officer, whose education and training shall be in accounting and business administration, whose duty it shall be to oversee the financial affairs of the Commission at the direction and under the supervision of the General Manager and the Commission. The Commission may also employ a Chief Engineer, at the direction and under the supervision of the General Manager and the Commission. Compensation for these positions shall be determined by the Commission and those employed in these positions shall serve at the will and pleasure of the Commission.
