§ 53.15  POWERS, DUTIES AND RESPONSIBILITIES.
   (A)   It shall be the duty of the Paintsville Utilities Commission (hereinafter "Commission") to supervise, manage and control the municipal water, waste water and natural gas production, purchase and distribution systems and to do so in a fiscally sound way consistent with the essential service and safety needs of the residential and commercial consumers of the city utilities, whether said consumers shall be situated within the city limits or consumers of the former Johnson County Water District or extensions thereof.
   (B)   The Commission shall be responsible for the collection, deposit and expenditure of all funds constituting, directly or indirectly, income or revenues of both systems, including a complete and professional accounting of same, consistent with pertinent ordinances, and statutory and regulatory requirements, as well as the maintenance, operation and extension of the systems.
   (C)   The Commission shall meet once each month at a regular date and time of its choosing, consistent with the convenience of the public.
   (D)   The Commission shall, upon the recommendation of the General Manager and consistent with equal opportunity employment statutes, laws and regulations, approve or, for just cause, reject employment and promotion recommendations and establish salary and hourly rates of pay for all employees of the Commission. Such salaries and rates of pay shall be based upon pay scales and job descriptions adopted and published by the Commission and made available to all employees of the Commission.
