(A) The rates for natural gas for customers in the city and the Paintsville Utilities Commission are as follows:

(B) The rates set out above in division (A) for customers of the Paintsville Utility Commission shall be adjusted on a monthly basis as fuel rate adjustment based on the actual cost charged to the Paintsville Utility Commission by its suppliers. It is the intent of this division (B) to allow for a fuel adjustment charge equal to the amount of any increase or decrease in the actual cost the Paintsville Utility Commission incurs for purchasing natural gas from its suppliers.
(C) In addition to the adjustment set out in division (B), there shall be a yearly adjustment of gas rates effective January 15, 2005 and each January 15 thereafter based upon the Consumer Price Index as published by the Wall Street Journal. The gas rates shall be adjusted according to that Consumer Price Index and shall be placed on the February 15 billing and each month thereafter.
