For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
GARBAGE. All putrescible wastes, except sewage and body wastes, including vegetable and animal offal and carcasses of dead animals, but excluding recognizable industrial byproducts, and shall include all substances from all public and private establishments and from all residences.
REFUSE. Ashes, glass, crockery, tin cans, paper, boxes, rags and old clothing and all other similar nonputrescible wastes. The term shall not include any material such as earth, sand, brick, stone, plaster, or similar substances that may accumulate as a result of construction operations.
