§ 38.25  DEFINITIONS.
   The following words and phrases when used in this chapter have a meaning as set forth herein:
   ADVANCED LIFE SUPPORT SERVICES.  A ground ambulance provider which:
      (1)   Utilizes certified and licensed emergency medical professionals to provide prehospital medical care such as: basic life support services; advanced airway management such as endotracheal intubation; defibrillation; and administration of intravenous fluids and pharmaceuticals under the authority of a physician medical direction; and
      (2)   Meets the requirements established in 902 KAR 14:080, Sections 1 through 10 and is licensed by the cabinet to provide health care and transportation on an emergency and non-emergency basis to persons who: are sick, injured, or otherwise incapacitated; and may require immediate stabilization and continued medical response and intervention during transit or upon arrival at the patient's destination to safeguard the patient's life or physical well being.
   BASIC LIFE SUPPORT SERVICES.  A ground ambulance provider which utilizes at least two certified or licensed emergency medical personnel to provide pre-hospital medical care such as:  1)  First aid; 2)  pulmonary resuscitation;  3) airway management;  4) cervical spine control;  5)  breathing assistance;  6) hemorrhage control; and  7) basic patient movement procedures; and meets the requirements established in Sections 1 through 7 and Section 8, if applicable, of 902 KAR 14.080 and is licensed by the Cabinet of Human Resources to provide health care and transportation on an emergency basis to persons who are sick, injured or otherwise incapacitated; and may require immediate stabilization and continued medical response and intervention in transit or upon arrival at the patient's destination to safeguard the patient's life or physical well being.
   EMERGENCY MEDICAL AMBULANCE.  A vehicle (or vehicles) which is specifically designed, constructed or has been modified or equipped with the intent of using the same, or maintaining or operating the same for the health, care and transportation of persons who are sick, injured, or otherwise incapacitated in emergency situations.
   EMERGENCY MEDICAL TECHNICIAN (EMT).  A qualified individual currently certified by the Kentucky Department of Human Resources as an emergency medical technician, emergency medical technician-ambulance operator, emergency medical technician-instructor, or emergency medical technician instructor-trainer.
   TRANSPORTATION AMBULANCE.  A vehicle which provides health care transportation, on a routinely scheduled basis, for patients with stable conditions or for individuals whose impaired health conditions require special patient care, supervision or handling, but does not indicate a need for emergency medical treatment during transit.
