§ 37.16  FINANCE OFFICER/BUDGET DIRECTOR.
   (A)   Class title. Finance Officer/Budget Director.
   (B)   Characteristics of class. Under general direction of the Mayor, performs highly responsible administrative work in directing and supervising the financial affairs of the city; works closely with the City Treasurer; and does related work.
   (C)   Examples of duties. Plans, develops and supervises the financial program of the city consistent with established and accepted municipal accounting principles and practices and in sufficient detail to produce adequate cost, financial and statistical data for management purposes and to meet statutory requirements. Together with the Treasurer, keeps records of income distributed by sources, disbursements applicable to each department.  Prepares annual budget; keeps it updated monthly by posting line item entries.  Invests surplus funds.  Reconciles bank statements.  Prepares various reports including salary and tax withholdings.  Monitors payroll costs, overtime and vacation days. Makes recommendations and serves as a resource person in all areas of city finances, budget items, purchases and personnel.
   (D)   Minimum qualifications.
      (1)   Training and experience. Graduation from an accredited college or university with major work in accounting, business or public administration, supplemented by five years of progressively responsible experience in public finance administration.
      (2)   Special knowledge, skills and abilities.  Extensive knowledge of general laws and administrative policies governing municipal financial practices and procedures. Extensive knowledge of modern billing and accounting systems.  Extensive knowledge of general bookkeeping and accounting practices for modern governmental accounting systems.  Considerable knowledge of current yield rate(s) so that city funds may be invested so as to yield the greatest return. Ability to make arithmetical computations accurately and quickly.  Ability to communicate effectively, orally and in writing. Ability to establish and maintain effective working relationships with officials, employees and the public. Supervisory and administrative abilities.  Sound professional judgment. Resourcefulness. Orderliness. Thoroughness. Integrity.
