There is established a classification system for the employees of the city. The classification system shall consist of job titles and a numerical grade. The numerical grade shall correspond to the wage scales set out in § 37.05. Employees who are hired by the city shall be assigned into a particular job title and the corresponding grade. The titles of jobs within the city and the corresponding grades are as follows:
