§ 37.03  AFFIRMATIVE ACTION.
   (A)   The employment policy of the city is to recruit and hire employees without discrimination because of race, creed, color, national origin, sex or age except where sex or age is a bona fide occupational qualification.  The city submits this plan to assure compliance with Executive Order 11246 and 11375 and to reaffirm its continued commitment to a program of equal opportunity.  The city agrees to assert leadership within the community and the communities with which the nonprofit organization consults to achieve full employment and utilization of the capabilities and productivity of all citizens without regard to race, creed, color, sex, compensatory with available labor resources.
   (B)   The city will undertake a program of Affirmative Action to make known that employment opportunities are available on the basis on individual merit and will encourage all persons who seek employment with this company to strive for advancement on this basis.
   (C)   In recruiting, the city, will actively seek a balance in the staff hiring relating to women, minorities and other groups with an attempt to provide qualified minority group applicants in occupations of a higher level.  The city will provide on-the-job training programs geared toward increasing minority groups and women representation in occupations at a higher level.  All layoffs, terminations and downgrading will be done without regard to race, creed, color, sex, or national origin.  The city will also assure that there is no discrepancy in the compensation received by minority group employees or women, with other employees performing equivalent duties and that opportunities for performing overtime work or otherwise increased compensation are offered without discrimination to all employees.
