The Commission shall consist of five commissioners to be appointed by the Mayor and approved by Council. All commissioners shall serve two year terms. The membership of the Commission shall consist of one representative of the city school system. one representative of the county school system, one representative of local law enforcement, excluding all active members of the city Police Department and the county Sheriff's Office, and two at large members. Thereafter, all vacancies in the Commission shall be filled by the Mayor for two year terms except those occurring during a term which shall be filled for the balance of the term. Each commissioner shall serve the appointed term or until removed by the Mayor, for misfeasance, malfeasance in office.
