The City shall not be liable for damages or losses which the consumer may sustain due to interruptions in service, variations in service characteristics, high or low voltage, the single phasing of three-phase service, phase reversals, the use of electrical appliances or the presence of the City's property on the consumer's premises whether such damages are caused by or involve any fault, failure or negligence of the City or otherwise except such damages which are caused by or due to the willful and wanton misconduct of the City. Attachments, devices, mechanisms or regulators designed to prevent appliances, motors, generators and other equipment receiving electric current from incurring damage caused by interruptions in service, variations in service characteristics, high or low voltage, the single phasing of three-phase service and phase reversals are available and customers may obtain from the City information as to the manufacturers of such attachments, devices, mechanisms and regulators. This provision shall not relieve the City from liability which might otherwise be imposed by law with respect to any claims, demand or cause of action for personal injuries caused to the consumer or to any employee or agent of the consumer.
