925.15 OWNER OF PREMISES LIABLE FOR SERVICES; EXCEPTIONS.
   An owner of premises to which any utility service is furnished guarantees the payment of all charges incurred by any consumer, and if any consumer leaves unpaid accounts, no further service shall be rendered until such accounts are paid; provided that where the owner of premises serves or causes to be served written notice to the Utilities Office Division of the City that he will not be responsible for services or materials in excess of the meter deposit, the owner shall not be held liable for services or materials thereafter furnished to any tenant of his premises, in excess of the meter deposit, and further service shall not be refused to the owner or new tenants.
