925.09 ACCESS TO METERS.
   The consumer shall furnish free of expense to the City a suitable place for all service meters and shall protect them from injury due to negligence. Such place shall be free for access by the employees of the City for the purpose of inspection, reading, repair and changing of meters and for any other purpose which may be incidental to the furnishing of utility services, and in case access for any legitimate purpose is refused, the City Manager or head of the department concerned may order the service discontinued.
