560.055 OBSTRUCTION OF SIDEWALKS, STREETS AND GUTTERS; SNOW AND ICE STORAGE.
   (a)   No person shall place or maintain an obstruction of any kind, including ice and snow, upon any sidewalk or fire hydrant in the City, so as to prevent the uninterrupted use of such walk for its full width, or shall place or maintain an obstruction of any kind, including ice and snow, in any street, gutter or drain so as to prevent the uninterrupted sidewalk passage of pedestrians or flow of water along such gutter or drain.
   (b)   No person removing snow or ice from any driveway or sidewalk shall deposit such snow or ice on the pavement of any public street or upon any sidewalk or driveway, whether public or private or upon any tree lawn, except the tree lawn immediately in front of the premises from which the snow is removed.
   (c)   Snow and ice removed from private drives, driveways and parking lots within the City may be stored in the Painesville-Kiwanis Recreation Park at locations and at such times as may be designated by the City Engineer/Service Director and Director of Recreation and Public Lands or their representatives. Persons storing snow or ice in Painesville-Kiwanis Recreation Park in areas other than those specified above shall be responsible for reimbursement to the City for any costs incurred by the City for removing or relocating such unauthorized storage.
   (d)   Persons and/or property owners storing snow or ice in unauthorized areas as described in subsections (a), (b) and (c) hereof shall be responsible for reimbursement to the City for any costs incurred by the City for removing or relocating such unauthorized storage. Failure to pay the total cost within thirty days after notice, shall entitle the Finance Director to certify same to the Lake County Auditor to be placed upon the tax duplicate and collected as other taxes are collected according to law.
   (e)   Whoever violates this section is guilty of a minor misdemeanor. Each day's continued violation shall constitute a separate offense.
