(a) No person shall place or distribute or cause to be placed or distributed, any handbill, paper, advertisement, circular or other matter of like nature, upon, about or within any automobile, truck or vehicle or any part thereof, while the same is upon or traveling along any public street, lane, alley, avenue or other public place in the City.

(b) Whoever violates this section is guilty of a minor misdemeanor.
