167.25 SENIORITY.
   (a)   Definitions.
      (1)   "Seniority" means the length of continuous service with the City, dating from the employee's most recent date of employment.
      (2)   "Job seniority" means length of continuous service in a given job classification.
   (b)   Termination Procedure.
      (1)   When it becomes necessary through lack of work, funds or operational efficiency to reduce the number of City employees, which is hereby determined to be a management right, employees shall be retained on the basis of qualification, skill and ability as determined solely by the City.
      (2)   Employees shall be given at least two weeks' notice of layoff.
   (c)   Rehiring Procedure. In rehiring after a layoff, the City shall offer re-employment to the extent to which additional help is needed to former employees in the occupational classifications involved in the inverse order in which such employees were laid off; provided however, that the employee is qualified in the judgment of the City to perform the available work at the time the offer of employment is made, and provided, also, that the period of layoff does not exceed one year.
