167.16 ENTRANCE COMPENSATION RATES.
   (a)   Starting Rate on Initial Employment. Original appointment to any position shall be made at the entrance rate and advancement from the entrance rate to the maximum rate within a compensation range shall be by successive steps. Upon recommendation of the department head, the City Manager may approve initial compensation at a rate higher than the minimum rate in the compensation schedule for the class, when the needs of the service make such action necessary; provided, that any such exception is based on the outstanding and unusual character of the employee's pertinent experience and ability over and above the minimum qualifications specified for the class.
   (b)   Starting Rate on Return to Duty. When an employee returns to duty in the same class of position after separation from the City service of not more than one year, which separation was not due to discreditable circumstances, the employee shall receive the rate in the compensation schedule corresponding to the step rate received at the time of separation and shall subsequently serve thereat for at least such period as is normally required for advancement to the next higher step rate.
   (c)   Rate of Compensation on Promotion. Unless otherwise specifically authorized, in any case where an employee is promoted to a class with a higher compensation schedule, the employee shall be paid on the basis of either subsection (c)(1) or (2) hereof, whichever is higher:
      (1)   The entrance rate for the new position, or
      (2)   A rate in the grade for the new position which is equal to (or the first rate higher than) the same step in the next higher grade above the employee's former grade.
   Subsequent advancement within the compensation schedule shall be as determined by the compensation schedule, and/or Sections 167.14 and 167.17.
