135.03 FEES FOR THE DEPARTMENT OF RECREATION.
   (a)   The City Manager is hereby authorized to establish, by regulation, the fees to be charged for activities under the Department of Recreation.
   (b)   Any regulations established by the City Manager pursuant to subsection (a) hereof and relating to the charges to be paid for recreation activities shall be filed with the Director of Finance and the Clerk of Council and a copy thereof shall be available for public inspection during normal business hours in the Recreation Department office, City Hall Annex.
   (c)   All fees charged pursuant to subsection (a) hereof shall be credited to the General Fund except fees of a deposit nature, which shall be credited to the Recreation Trust Fund.
