For the purpose of submitting the question provided for in Section 1 of Article II, and for the purpose of nominating and electing members of Council in November, 1963, the Charter shall be in effect from and after the date of its approval by the electors and certified by the Board of Elections. For all other purposes the Charter shall be in effect on and after January 1, 1964. (Amended November 7, 2023.)
