Any person holding an office or position in the classified service of the City when this Charter takes effect who shall have served in such position for a period of at least one (1) year shall be retained without preliminary or working tests and shall thereafter be subject in all respects to the provisions of this Charter. Other persons in the City service at the time this Charter takes effect shall be regarded as holding their positions under provisional appointments.
