The City Manager shall have the authority to remove the Chief of Police or Chief of Fire if he deems said action to be for the best interest of the City. If the Civil Service Commission, upon application and hearing, determines that said person is qualified to hold a lesser position, such person shall return to that rank in said department from which he was appointed.
