The Civil Service Commission may, at its discretion, either upon request of the City Manager or otherwise, place in the unclassified service such positions of employment in the City and City School District as it may deem for the best interest of the municipality; provided, however, that this Section shall not apply to positions in the Divisions of Police and Fire.
