SECTION 2. RULES.
   The Civil Service Commission shall adopt rules and shall provide by rule for the ascertainment of merit and fitness as the basis for appointment to the service of the City. The Civil Service Commission shall establish rules to provide for promotion, in the service of the City, based on competitive tests and record of efficiency, character, conduct and seniority.
