The Director of Law shall be legal advisor to the Council, to all offices, departments and agencies, and to all officers and employees in matters relating to their official powers and duties. He shall perform such services as are required by ordinance or as may be assigned to him by the City Manager. He shall appoint such assistants as are authorized by ordinance and shall represent the City in all legal proceedings.
