The financial affairs of the City shall be controlled by a budget system. The City Manager, with the assistance of the Director of Finance, shall prepare an annual budget in such form and detail as Council may request. Said budget shall be submitted to the Council at such time as will permit its adoption by Council and transmittal to the County Budget Commission as required by General Law.
