SECTION 6. ORGANIZATION.
   Within three (3) days after the third day of January in even years, the Council shall meet in the Council rooms and shall organize. All meetings of the Council shall be open to the public provided that executive sessions not open to the public may be held:
   (1)   To consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of an employee or official of the City;
   (2)   To consider the purchase or lease of property for public purposes if premature disclosure of information would be adverse to the public interest;
   (3)   To discuss pending or potential litigation involving the City;
   (4)   To prepare for, conduct or review negotiations or bargaining sessions with municipal employees concerning their compensation, or other terms of employment;
   (5)   To discuss matters required to be kept confidential by federal or State laws;
   (6)   To discuss details of security arrangements; and
   (7)   To conduct deliberations when acting in a quasijudicial capacity.
