Councilmen at large shall have resided in the City, and Councilmen from wards shall have resided in their respective wards, for at least one (1) year next preceding their election or appointment, and shall continue to reside therein during their term of office; provided, however, that any elector of an area annexed to the City who shall have resided continuously in said area for not less than one (1) year next preceding a municipal election, and who is otherwise qualified, shall be eligible for election to Council at said election.
Each member of Council shall be an elector of the City, shall hold no other elected public office, or be interested in any contract with the City; and shall hold no employment with the City. The Council shall be the judge of the qualifications of the members.
