The City Council is authorized to lease, sell, convey, exchange and otherwise dispose of any real or personal property owned by the city in the manner, for such consideration, and upon such conditions as may be determined by the Council to the United States, the state, political subdivisions of the state, including, but not limited to, school districts and hospital districts, and such other individuals, associations or corporations where the lease, sale, conveyance, exchange or disposition is for a public purpose.
