An ordinance shall require only one reading before its adoption and may be adopted at the same meeting at which it is first introduced by a majority of those Councilmembers present. The ordinance may be presented for adoption by title only upon unanimous consent of the Councilmembers present. Otherwise, the ordinance shall be presented for adoption in full.
