If the Mayor refuses or is not available to sign any ordinance, resolution, contract or other document requiring the Mayor’s signature, the Vice Mayor shall execute the document. If the Vice Mayor refuses or is not available to sign the document, any other member of the City Council shall execute the document upon request of the City Manager or City Clerk.
