This chapter provides technical and specialized definitions of terms and phrases used in this code that may not reflect common usage. If any definition conflicts with definitions in other provisions of the code, the specific section's meaning and application shall control. If a word is not defined in this section, or elsewhere in the code, or the A.R.S., the Director shall determine the most appropriate definition in compliance with § 152.136(H).
