All trash, rubbish or garbage, including recyclable and/or hazardous materials in common storage and collection areas shall be completely enclosed via a solid six-foot wall or fence and view obstructing gate and located on a concrete surface. Refuse collection areas shall be readily accessible to collection vehicles, without substantially encumbering adjacent parking and vehicular access. If the refuse collection area can be seen from the exterior of the park, the enclosure shall be softened with landscaping on its most visible sides.
