Any person who shall erect any building or dwelling, or move or demolish any building or dwelling, within the meaning of this article, without having first applied for and obtained a permit as required by this article, or failing to display such permit, upon conviction thereof, shall be fined not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00) and cost.
