If the Building and Safety Inspector shall, in any instance, refuse to grant a building permit after the filing the an application, the application shall have the right to apply to Council, at its next regular meeting, for a review of the action of the Inspector in so refusing such permit, in which event Council shall either refuse or grant such permit after proper hearing of the matters involved, and their action in that respect shall be final.
