No person shall construct, add to or move or demolish any building or dwelling unless he shall have first obtained from the Recorder a permit, the application for which shall provide a listing of the following:
(a) A description of the land upon which the proposed building or dwelling is to be erected, either by lot, block or tract or by a similar general description that will readily and definitely locate the property, building or work.
(b) The purposes for which such building or dwelling will be used when so erected or constructed.
(c) Copies of plans and specifications of the proposed building or dwelling to be constructed or erected, or a full and distinct statement of the character, type and size of the building or dwelling to be so constructed or erected.
(d) If such application is for a permit to move any such building or dwelling or structure, such application shall distinctly and fully set forth the existing location of the lot, tract of property upon which such building, dwelling, or structure is located and a similar description of the lot, tract or property to which such building, dwelling or structure will be moved; and when the application is for a permit to demolish an existing building; dwelling, or structure, such application shall plainly set forth the manner of such demolition and further state when disposition is to be made of the materials resulting therefrom.
(e) The proposed starting out date and completion date to do the proposed construction.
(f) A statement attesting that the work will be done by or inspected by a licensed electrician and will meet Code requirements. Such statement shall be signed by a licensed electrician.
