(a) If the landowner or persons in charge of any dwelling or building is not a resident of the State of West Virginia, or is unknown, the notice required by Section 1741.05
and Section 1741.10
hereof, shall be published, once a week for three successive weeks, in the local newspaper of general circulation where the property is located. The service thereof shall be complete upon the third publication. A copy of such notice shall be sent to the landowner or person in charge of such dwelling or building by registered mail, at the last known address.
(b) All notices and orders issued by the Building Enforcement Agency shall be served in accordance with the laws of the State of West Virginia concerning the service of process in civil actions, and shall, in addition thereto, be posted in a conspicuous place on the premises affected by the notice or order.
