1741.07 APPEALS.
   Any landowner or person in charge of a dwelling or building shall have the right within ten days, after the decision of the Building Enforcement Agency, to appeal to the Circuit Court of the County in which the premises is located for a temporary injunction restraining the Building Enforcement Agency from taking any action pending final disposition on the cause. In the event such application is made, a hearing thereon shall be had within twenty days, or as soon thereafter as possible, and the court shall enter such final order or decree as and law and justice may require. costs shall be imposed at the discretion of the Court.
