Any person upon whom a notice is serviced, as aforesaid, shall have the right, within thirty days from the date of service, to demand a hearing before the Building Enforcement Agency. Such hearing, at which the landowner or other person shall have the right to be heard in full and to introduce such pertinent evidence and testimony as he desires, shall be held within fifteen days after the receipt of a written demand therefor by the Building Enforcement Agency. The decision of the Building Enforcement Agency, affirming, rescinding, altering or modifying its original findings, shall be handed down within ten days after the termination of the hearing or hearings.
