(a) In order to cover the costs of the supervision herein required the Municipality shall issue mobile home permits at the cost of fifteen dollars ($15.00) each. Such permit shall be issued and reviewed in accordance with this article.
(b) Any person desiring a permit for a mobile home park or mobile borne on private property shall file an application therefor with the Recorder on a form to be furnished by that office. Such application shall give the location by street number and legal description of the property on which the mobile home is to be established and maintained, the dimensions of such property, and such other information as the Recorder may reasonably require.
(c) Any person desiring a permit to place or maintain a mobile home as provided for in this article shall file with the Recorder an application therefor before the mobile home is moved unto any lot or mobile home unit in the Municipality. The mobile home described in the application shall not be moved unto such lot until application has been approved by the Building and Safety Inspector and the Public Works Superintendent.
