(a) The provisions contained in this section shall apply to buildings and structures, whether temporary or permanent, within the fire limits as such fire limits are now established or from time to time may hereafter be established.
(b) Temporary one story frame buildings may be erected for the use of builders within the limits of lots whereon buildings are in the course of construction, or on adjoining vacant lots, upon permits issued by Council.
(c) Temporary structures shall be taken to mean and include platform stands, election booths and circus tents.
(d) Sheds of wood not over ten feet high, open on at least one side, with sides and roof covered with fire resistant material may also be built, but a fence shall not be used as a side or back thereof.
(e) Such shed shall not cover an area exceeding 2,500 square feet, except by permission of Council in isolated localities, and under such conditions as the authorities may prescribe.
(f) Fences.
(1) Constructed of wood, plastic, wire or any other material shall not be erected to exceed a height of ten feet above the surface of the ground and shall be securely supported and braced;
(2) Shall not conduct an electrical current;
(3) Shall not be closer to the street on the front of the lot than a building line established by the Common Council in order that moving traffic may be observed from either side thereof or if closer to the street than the building line, shall not obstruct vision from any direction; and
(4) Shall not be constructed, repaired or removed without first securing a permit from the City as specified in a resolution adopted by the Common Council.

(g) Signs of wood shall not be erected over two feet high on any building, but no signs of wood shall be placed above the front wall or cornice, or roof of any building.
(h) Sky-signs, or any device in the nature of an advertisement, announcement or direction constructed of cheap metal, or wire fastened on wood frames supported upon or above, or attached to any building, shall be deemed to be wood signs.
(i) If such sky-signs exceed two feet in height they shall be constructed entirely of metal, including the upright supports and braces for the same and shall not be more than nine feet in height above the front wall or cornice of the roof of the building or structure to which they are attached, or by which they are supported.
(j) Before any wood or metal sign shall be placed in position upon, above, or attached to the outside of any building, a permit shall be obtained from Council.
(k) Such sign shall be so constructed, placed and supported as not to be or become dangerous; and all signs which shall be dangerous in any manner whatever, shall be repaired and made safe, or taken down by the owner, lessee or occupant of the building;
(l) No signs or billboards of metal or wood erected upon uprights or other supports extending into the ground shall be at any point more than ten feet above the surface of the ground, and the same shall be securely supported and braced.
(m) Piazzas, balconies, porches and bay-windows of wood on dwelling houses of other than frame construction which do not exceed ten feet in width, and which do extend more than three feet above the second story floor beams, may be erected, provided a permit from Council is granted therefore.
(n) In connected dwelling houses such piazzas, balconies, porches, and bay-windows may be built provided the same are open on the front and have brick ends not less than eight inches thick carried above the roof of such piazzas, balconies or porch and coped with stone.
(o) The roofs of all such piazzas, balconies, porches or bay-windows of wood; but not such piazzas, balcony, porch, bay-windows or outside stairway, either opened or enclosed, shall hereafter be erected, constructed, or attached to buildings of other than frame construction that may be. designed, built or occupied for mercantile purposes within the fire limits as the said fire limits now are, or from time to time may be established.
